Chelmsford City Council have confirmed that they are unable to demonstrate a five year housing land supply, and that there will be a delay in them having an up-to-date Local Plan. Therefore, Martin Grant Land are preparing an outline application for around 25 dwellings on the basis of the tilted balance being applied under the National Planning Policy Framework, and the site being sustainable. An application will be submitted shortly.
